Acres of print has been devoted to terrorism during the last 70 years, although it is nothing new, with even references to terrorists and brigands in the Bible's Old Testament. It is however a potentially complex subject and modern travel and communications has produced heightened risk and blurred the lines even further between terrorists with a political or religious motivation and criminals who are only in the terror business for the money. Whatever the motive, the fear that is generated and the losses are equally painful and need to be resisted effectively. This manual offers a glimpse into this world and explains how terrorism and counter terrorism work in a very clear manner that does not require prior knowledge of the subject. One objection to such books is that they might give the terrorist an advantage by disclosing information that could be used to aid terror attacks. This is part of the fog that surrounds the subject. Although there are incompetent terrorists and criminals, the vast majority are skilled and intelligent, depending on the fact that their victims are seriously ignorant of the risks and counters that affect them and their families. We all live in a very risky world and it has always been that way. To satisfactorily manage those risks that affect us, we need to understand them and know what to look for – risk management is essentially a matter of effective observation and a good database of historic threats and impacts in the context of the life style the risk manager is required to support. Risk management is therefore primarily observation and understanding, where those risks that directly affect each of us are understood, recognized and receive adequate resources to contain them acceptably. Terrorists rely on the fear and hysteria of the news media to do much of their job for them. At present, considerable space is devoted to terror acts and major crimes, and to crowds of people lighting candles and building shrines to victims. It conceals the facts that some of the greatest criminals are working in politics, and terrorists are, porportionately, a very minor violent risk. Understanding the real situation and the means available to contain the threats means that we have the resources still available to deal with what may be much greater dangers from fire, common crime, natural disasters and other dangers. This book is a very welcome addition to publicly available knowledge of terror threats and the options for neutralizing them.
